【中文摘要】 城乡二元结构是发展中国家普遍存在的问题。由于历史原因,城乡二元结构在我国更具有特殊性。我国的城乡二元结构的形成和演变与我国的财政体制有着密切的联系。城乡二元结构对我国的经济和社会发展产生不良的影响,在这样的背境下,提出了城乡一体化发展战略。 在推进城乡一体化的发展过程中,存在不少问题。从财政体制方面来说,存在下列主要问题:(1)城乡税负不平等;(2)农村公共产品有效供给匮乏;(3)县乡财政困难突出;(4)城乡社会保障政策不平衡;(5)就业形势严峻。 为了促进城乡一体化的发展,进行下列财政制度创新:(1)构建城乡一体化的税收制度;(2)建立公共财政体系,增加农村公共产品供给;(3)加大财政转移支付力度,弥补县乡财政缺口;(4)建立城乡一体化的社会保障制度;(5)财政促进农村劳动力转移。

【英文摘要】 The binary structure of urban and rural is pervasive problem in developing countries. Due to historical reasons, the binary structure of urban and rural is more specificity in our country.
