【中文摘要】 随着我国市场经济体制的建立和政府职能的进一步转变,财政监督在我国经济社会发展中的地位及作用日益明显。该文以财政监督体系为研究对象,以我国市场经体制改革和政府职能转变为背景,尝试对如何构建我国公共财政框架下服务型财政监督体系进行研究。 公共财政是建立和完善我国社会主义市场经济体制的必然要求,财政监督作为公共财政的职能之一,同时也为公共财政的其他职能的实现提供保障。转变政府职能是我国行政管理体制改革的核心内容。我国建设服务型政府的政府行为取向进一步明确了我国公共财政的主要职能——为公众提供公共产品和公共服务。该文首先介绍了财政监督的含义、财政监督体系的构成要件,以及同公共财政、市场经济体制改革、政府职能转变之间的关系,论述了财政监督日益明显的地位和作用。通过对我国财政监督现状的分析,透视我国财政监督实践中存在的问题,同时介绍国外一些财政监督的成功经验。然后通过介绍服务型政府理论、公共选择理论、委托——代理理论,挖掘构建服务型财政监督体系的理论支撑。最后结合我国财政监督现状、参考国外财政监督的经验,提出了“立法监督+行政监督+社会监督”的全方位、分层次的财政监督体系设计思路和以下政策建议:建立健全...
