【中文摘要】 财政体制是行政体制中的一个重要组成部分,而行政体制必须符合经济社会发展的需要。因此,谈到财政体制,不能简单的“就财政论财政”,而应当将财政放到行政体制整体架构中并结合相应的经济社会发展需要来进行综合考察。中心城市的经济发展极具活力,经济社会处于快速转型过程中,这就需要中心城市相应进行行政体制、财政体制的创新,以满足中心城市迅速的需要。 本文通过对中心城市-大连市经济建设、行政体制、财政关系的实证分析,指出我国中心城市经济发展进程中的体制性制约因素,总结出中心城市行政体制和财政体制的走向,提出建设一个对中心城市可持续发展具有促进作用的中心城市市、区(县)财政关系。全文从三个方面进行论述: 第一部分涉及中心城市的含义、发展趋势及行政体制创新。分析中心城市的内涵、功能及中心城市的大都市区化发展趋势,指出中心城市行政区划、管理体制创新的客观必然性。 第二部分是大连市市、区(县)行政体制的实证分析。这部分以中心城市-大连市为例,进行大连市市、区(县)行政体制和财政关系的实证分析,介绍改革开放以来大连市的发展历程,总结出大连市大都市区化发展要求下的行政体制、财政体制的改革走向。 ...
