【中文摘要】 政府管制是公共政策的一个重要组成部分。政府管制的范围和程度直接关系到广大人民群众的切身利益。政府发布的各种法规和管制措施对参与市场活动和各类社会活动的行为主体有广泛的影响。有效的政府管制措施有助于财政职能的发挥，资源优化配置的实现，进而促进经济的稳定增长和人民福利水平的提高。然而在现实中，政府管制手段的运用却存在种种弊端。矿难的频频发生，安徽阜阳“假奶粉”悲剧，圆明园事件的遗憾，变质光明牛奶返场加工再销售事件的曝光等逐渐显现出我国政府管制失效问题的严重性。找出政府管制失效原因并对其进行有针对性地治理是理论界面临的紧迫问题。 本文采用逻辑推理的方法，通过理论联系实际的分析，试图从财政视角构建一个关于政府管制失效问题的基本框架，包括以下几部分： 导论，首先介绍了研究背景和选题意义，随即界定了政府管制的相关概念，之后梳理了思路并给出了全文的基本框架。全文主要围绕两条脉络展开。一是从政府管制的公共产品性质出发，根据政府管制供给存在的问题提出改进措施。二是从政府管制与财政的联系入手，围绕具有政府管制效果的财政手段的完善进行政府管制失效的治理。 第一部分，介绍了政府管制与财...
