【摘要 (中文/英文)】 企业是现代社会的细胞,是市场经济的主体,而占企业大多数的中小企业则是这一主体中最为活跃、最富有活力的部分。二十一世纪是知识经济的时代,技术创新是当代科技和经济发展的强大推动力,技术创新已成为企业生存与发展的基础。中小企业作为企业技术创新的主体,在带动技术进步、促进国际贸易、稳定经济增长、减少失业等方面起着不可替代的积极作用。同时,作为国家技术创新体系的重要组成部分,中小...更多ONT class=Mark>企业技术创新能力的提高,对于一个国家维持其在全球市场上的竞争力和保持经济可持续发展至关重要。在这一点上,各国政府纷纷采取措施鼓励和扶持中小企业的技术创新活动。 当前,我国经济正处在转轨和高速发展时期:国有企业改制市场化;农村乡镇企业产业结构升级需“二次创业”;民营高新技术及软件企业迅速崛起。近些年,我国大型企业在改制和改造中竞争力不断提高,使得本身处境困难的中小企业更加步履维艰,因此,要充分发挥中小企业在技术创新中的作用,客观上需要政府的鼓励与扶持。 本文的研究内容包括四个方面: 第一部分讨论了中小企业、技术创新、政府行为的基本问题。在“技术创新与中小企业”、“技术创新与政府行为”、“技术创新与经济增长”的三者关系的国内外研究基础上,选择促进中小企业技术创新作为研究切入点,分析了我国政府在促进中小企业技术创新中的行为作用。 第二部分从我国中小企业技术创新现状出发,总体来说,技术创新能力不强,与发达国家中小企业相比有很大差距。进而详细阐述了我国中小企业进行技术创新面临的主要障碍因素。主要包括:外部环境因素;中小企业自身因素以及技术创新本身的因素。 第三部分说明了我国政府促进中小企业技术创新的必要性。首先,从定量的角度分析技术创新与我国经济增长之间的关系。建立了计量模型,运用了相关计量理论与研究方法,证实了技术创新活动对我国经济增长具有显著的促进作用。其次,进一步从中小企业自身和政府两方面分析了中小企业技术创新的必要性。 第四部分根据以上分析的内容,提出了我国政府在促进中小企业技术创新方面的行为作用,主要包括:建立自主创新战略目标、完善政府宏观管理体系、政策支持三方面。其中,重点研究了政府政策支持行为对中小企业技术创新活动开展的积极作用。 

 Enterprises are the modern social cell and they are the principal part of market economy. Undoubtedly, the small and medium-sized enterprises (SMEs) which constitute the absolute majority of all of them are the most active and rich vigorous. The 21 centuries is the knowledge economy ages. The technical innovation is the powerful drive force of the current technical and economic development, and it has become the foundation for the survival and development of an enterprise. The SMEs is the principal part of enterprise innovation, playing a non-replaceable active role in the aspects of driving the technical progress, promoting the international trade, stabilizing the economic growth and reducing the unemployment. At the same time, the SMEs is the most important part of national technique innovation system, to improving them is importance for a nation to maintain competitive ability in the global market and keep economy developing persistent. So, all countries governments adopt measures to encourage and support the technique innovation activity of the SMEs. Currently, China's economy is at the period of system transformation and high-speed development: system restructuring and market realization of the state-owned enterprise; the industrial structure upgrading of the countryside township enterprise needs "second take-off; the nongovernmental hi-tech and software enterprise is rising quickly. Lately years, the competitive ability of large business enterprises have been improved continuously with the reformation and strypped-down, all of these make the SMEs more difficult than before. Therefore, if we want to well exert the function of the SMEs on the technique innovation, we need our government encourages and supports them objectively. This article is mainly divided into four parts: PartⅠ: Discuss the basic problem of SMEs, its technical innovation and governmental behaviors. This part based on the study of the relations among innovations & small and medium-sized enterprises, innovations & governmental behaviors, and innovations & economic increasing. The thesis studied the behaviors of Chinese government in promoting innovations of small and medium-sized enterprises and its important meaning to keep the steady development of Chinese economics and create a harmonious society by focusing on technical innovations in such type of enterprises. PartⅡ: Start form the actuality of SMEs technical innovation in our country, as a whole, the ability of SMEs technical innovation is not strong comparing developed country has a very big margin. Then analyze the passive factors that have hindered the SMEs's technology innovation. Mainly include: Exterior environment factor; the SMEs-oneself factor and technique innovation-oneself factor. PartⅢ: State the necessity of the SMEs technical innovation from the angle of our government. First, analyze the relation of the technique innovation and our country economic growth from the angle of quantification. Built up calculating model, make use of related theories and research methods of computation to confirm that technical innovation activity has a big promote function to our country economy growth. Secondly, analyze the necessity of the SMEs technical innovation from the angle of the SMEs-oneself and our government aspects. PartⅣ: Figure out the behaviors of our government in the field of accelerate the SMEs technical innovation so that to exert adequately its inspirit and promotion: to create the strategic goals of independent innovations, to consummate governmental macro administrative system and support policies. Among them, main point the active functions of the government policy to the SMEs technical innovation.
