【中文摘要】 国债是一种国家信用形式，是财政政策和货币政策的重要工具。一国国债规模的大小，直接关系到国家宏观经济政策的调控作用。一国财政偿还能力的高低也密切联系着该国政府的信用水平和整个国民经济和社会的稳定。我国自1981年恢复发行国债以来，国债规模急剧膨胀，给财政还本付息带来巨大压力，出现一个又一个偿债高峰，政府面临的国债偿还风险不容忽视。本文正是立足这一现状，研究我国国债目前的偿还风险水平，并建立一套综合有效的评价和预警体系，希望能够为我国国债余额管理提供建议。 本篇论文共分为以下四个部分： 第一部分，国债风险的概述。论文界定了所研究的国债是指中央政府发行的内债，进一步确定了研究的国债风险是财政无法以正常渠道按期还本付息的国债偿还风险。国外关于...
