【中文摘要】 税收经过数千年的发展，已经融入了文化的范畴，税收发展过程中的一系列表象、关系均已上升到了理念。纳税文化使人们从文化层面去认识、把握税收与经济、税收与社会、税收与人的关系，是纳税人围绕税收而形成的，通过税收经济行为体现出来的精神理念。在历史进程中，税收从人治到法治，从法治到理性和自觉，这是一个纳税文化升华的必然过程。在现代西方社会中，人们已经普遍形成了把纳税比作与生死一样不可避免的社会价值观，它体现了社会对纳税在文化上的认同。在这种文化基础上，依法纳税成为每个公民自觉的思维和行动。所以，我们要借鉴西方纳税文化中好的成分并结合我国实际，建立符合我国国情的社会主义纳税文化。 本文从纳税人的角度出发，从税收理论、法律、道德等文化层面，对中西方纳税文化做了全方位、多维度的阐述。全文从纳税文化的理论界定入手，分析了中西方纳税文化差异，在此基础上设计了我国现代纳税文化的基本框架，提出了构建我国纳税文化的具体措施。 本文共分四个部分，内容如下： 第一部分：导论。从文化的定义入手，分析归纳出纳税文化的定义，界定纳税文化的内涵，阐述纳税文化的功能，提出中西方纳税文化比较研究的意义。...
