【中文摘要】 美国是一个联邦制国家,其政权体系由联邦政府、州政府和地方政府三级组成。与这种政权结构相适应,美国实行三级财政体制,即联邦财政、州财政和地方财政。本文的地方政府不是仅仅指美国的地方政府,实际包括州和地方政府。除了联邦政府可以发行公债外,美国地方政府也可以发行公债筹措一部分财政资金。地方政府可以发行公债的体制并没有造成地方债务规模不断膨胀和地方债务风险的扩大、蔓延。究其根本原因,主要是因为美国形成了比较行之有效的地方政府债务管理制度。我国的《预算法》、《担保法》等法律都明确规定了禁止地方政府负债和参与一般性商业担保活动的原则,但有关法律却没有得到严格执行。加强地方政府债务管理和控制地方政府债务风险的形势非常严峻。本文对美国地方政府的债务规模与债务结构、美国地方政府债务的预算管理与风险控制、美国地方政府债务管理的特点、美国地方政府债务管理对我国的启示等问题展开了系统研究。
