【中文摘要】 民营经济是随着我国改革开放的不断推进而逐步发展壮大的新兴经济形式，是社会主义市场经济的重要组成部分。党的十六大报告指出，要坚持和完善公有制为主体、多种所有制经济共同发展的基本经济制度，毫不动摇的鼓励、支持和引导非公有制经济的发展。目前，我国民营经济的数量及企业规模都在逐年增大，民营企业的经济实力在不断增强，其经济效益和社会效益日益显现，实践表明，民营经济为我国国民经济的发展做出了巨大贡献，在我国国民经济中具有举足轻重的地位。为了更好地推动民营经济的发展，我国制定了一系列的相应政策，作为国家进行宏观调控和国民收入再分配主要手段和工具的税收政策，亦是其中的重要组成部分。 在我国民营经济迅速发展壮大的过程中，在一定时期，其发展仍然出现了一定的困惑与阻碍，受到了一些因素的制约和影响，这其中就包括了制定的现行税收政策中对民营经济的歧视与不公等问题，以及相关税收政策的执行和税收管理过程中存在的漏洞和不足，而这些问题和不足，往往受到政策环境的影响和约束，这些都使得民营经济在参与市场竞争的过程中常常处于劣势地位，并使其形成错误的思想观念，严重阻碍了民营经济的健康有序发展。虽然，我国在改革开放以来，制定了一系列...
