【中文摘要】 转移农村富余的劳动力是解决“三农”问题的最有效途径，是保证农民收入增长、发展农村和实现农业现代化的长效机制，也是保障整个社会稳定、经济健康发展重要途径。由于历史选择的是以重工业为主和城市偏向的经济、社会发展战略，政府在农村劳动力转移过程当中实际上是起到抑制的作用，导致现阶段严峻的“三农”问题。近年来，抑制农村劳动力转移的各项政策都有所松动，但仍未实现由“抑制”作用向“促进”作用转变。在建设公共财政的大环境下，政府应从“公共性”角度出发，探索农村劳动力转移进程当中涉及到的各种公共物品和服务，在这些公共领域做到尽职尽责，发挥政府在农村劳动力转移过程中的积极作用。本文主要就是从我国农村劳动力转移的现实情况出发，分析农村劳动力转移的各种影响因素，从公共财政的角度剖析了我国政府在农村劳动力转移过程中的作用范围及当前存在的不足，进而提出对应的政策建议。 本文共分三部分。第一部分首先对本文涉及的一些重要概念和基础理论做了基本介绍；接着描述了自建国以来我国农村劳动力转移的基本情况，并附加对我国农村劳动力的迁移情况和城乡人口转变的情况做了相应介绍；然后分别从宏观和微观两个角度分析了我国农村劳动力转移过程中的一些...
