【中文摘要】 作为财政支出的重要组成部分,教育支出在深圳市财政支出中所占的比重逐年递增。本文就深圳中小学教育财政支出的现状与存在问题进行了分析研究。主要是从财政支出的角度对深圳中小学教育投入的情况进行分析,以期对政府配置中小学教育资源有一个较为宏观的认识,并提出建议和意见。 第一部分从国内外研究现状出发,对研究主要集中的几个方向进行了说明。 第二部分阐述了我国中小学教育财政支出面临的主要问题,包括中小学教育财政支出的总量不足、中小学教育财政支出的结构不合理、各地区对中小学的投入水平存在着很大的差距、中小学教育财政支出效益不理想等,并分析了当前国际上义务教育支出的发展趋势和支出结构的演变。 第三部分分析了目前深圳中小学财政教育的现状与特点,主要包括中小学教育事业发展快速、本地户籍人口中小学教育普及程度高、人口增长快、学位紧张、非户籍学生比例逐年提高等特点。 第四部分从深圳中小学教育财政支出规模、结构、效益和均衡等四个方面,建立中小学教育财政支出评价指标框架,并对中小学教育经费支出的各个方面进行对比分析。 第五部分主要阐述由分析所得到的一些基本结论,主要是在增长快速的同时支出结...
