【中文摘要】 农业是国民经济的基础,发展农业和农村经济既关系到我国9亿农村人口的生存和发展,关系到整个国民经济发展,更关系到整个社会稳定和构建社会主义和谐社会,具有重要的战略意义。目前,我国在总体上已经进入以工促农、以城带乡、工业反哺农业的历史阶段,“三农”问题的解决,农业和农村经济的快速发展,对保持国民经济平稳快速增长和社会稳定,发挥了重要的支撑作用,但我国农业基础设施脆弱、农村社会事业发展滞后、城乡居民收入差距扩大的矛盾仍然十分突出,如何解决这些矛盾,扎实推进社会主义新农村建设,是“十一五”时期的重要任务。财政投入是城乡经济建设和各项社会事业发展的重要基础。财政支农政策是国家实施对农业支持和保护的主要财政政策,财政支农支出行为直接影响和决定财政政策效果。随着财税体制改革的不断深入,公共财政框架模式已初步建立,及时调整优化财政支农政策,进一步扩大公共财政覆盖农村的范围,建立支农资金稳定增长机制,是财政支农的关键所在。 本文以马列主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导,借鉴外国财政支农的先进经验,深入地研究了当前中国农村经济现状,透视了中国现行的财政支农政策,探讨了财政支农政策当前存在的...
