【中文摘要】 宪法是国家之根本大法，是特定国家法律之重要组成部分，但有了科学的宪法未必就有了良好的宪政，违反宪法的现象时有发生。因此，为了建立民主宪政国家，保障宪法的实施，保护公民的权利，应建立完善的宪法监督机制。如何监督和保障宪法的实施是世界各国宪政建设实践中的一个十分重要的问题。我国自从宪法实施以来，宪法监督制度一直受到中国法学界的关注，对我国应建立怎样的宪法监督模式，他们提出了各种各样的方案。本文采用比较的方法对我国宪法监督制度进行研究，并以此为基础，得出应增设全国人大宪法监督委员会作为完善我国现行宪法监督体制的最佳措施的结论。 文章共分为五个部分： 第一部分是导论。主要介绍本文研究的意义、研究的对象、研究范围与研究方法等问题。 第二部分为第一章，在这一部分，笔者通过介绍违宪审查产生的理论基础，为下文打下基础。违宪审查的理论基础主要包括宪法至上的观念、民主宪政的思想、人权保障的理念、权力分立思想等。 第三部分为第二章。本章详细阐述了西方世界成熟的三大违宪审查模式，即普通法院违宪审查模式、专门机关(宪法法院或宪法委员会)违宪审查模式和立法机关违宪审查模式。...
