【中文摘要】 水资源的合理配置和调度是实现水资源可持续利用的重要手段，如何衡量和评价水资源配置和调度方案是完成水资源合理调配的关键。本文针对水资源调配中的评价决策问题，以综合评价理论研究为基础，建立了通用的流域水资源调配评价模型，完成了流域水资源调配综合评价系统的设计和实现；在此基础上，以黑河水量调度管理系统和黑河水资源调配为应用背景，具体开发了黑河流域水资源调配评价决策支持系统，并利用该系统对黑河流域水资源调配方案进行了分析评价。 本文首先对综合评价理论的研究进展及其在水资源领域的应用进行了分析，水资源评价指标体系研究，水资源系统的模糊识别、水资源管理多属性决策都是当前的研究热点。 然后本文对流域水资源调配综合评价理论与技术进行了研究，在分析水资源调配评价原则和内容的基础上，建立了三层次的流域水资源调配评价指标体系，并采用三种不同的评价方法层次分析法、灰色关联法、模糊综合评判法建立了流域水资源综合评价模型。 接着本文按照决策支持系统的设计理念完成了流域水资源调配综合评价系统的详细设计，分析了系统开发的关键技术。 最后以黑河流域水量调度管理系统建设为背景，介绍...
