摘 要

 

摘要：在对当前铁路客运安全现状分析的基础上,对如何构建全面、科学的安全管理策略,营造和谐、文明、法制的安全文化,以及实施积极、有效的安全防御体系进行了探讨,并对铁路客运安全管理如何体现科学发展观,提出具体的策略和措施。

 

随着铁路路网建设和技术装备的不断改进、管理体制和运价体制的不断完善，铁路客运服务水平有了很大程度的优化提高。然而要提高铁路客运市场的竞争力，还必须创造良好的安全生产环境，这对落实科学发展观，达到铁路客运企业经济效益和社会效益双赢、构建和谐社会都是十分重要的。

Character is a kind of comprehensive of deal with affairs,handleaffairs,act,thinking etc.of the compreh- ensive ability be an inside Qian quality.The exaltation of character in addition to the inborn factor still incl- udes the social fulfillment in the day after tomorrow.The  railroad train is long and should have good character and morals, because it directly represents the image of railroad.In the market competition in vehemence, the quality of the service quality is closely related with the economic performance of the railroad.In the inquisi- tion mostly the passenger think that the high-quality service is advantageous to setting up business enterprise image with be advantageous to promoting the railroad economic performance.This development and existence which explains that the service quality directly influences a railroad.So, regardless from the oneself work small aspect still keep seeing from the image of railroad, railroad train's ising long should have good character and excellent character.
