【中文摘要】 水资源是人类赖以生存和发展的基础自然资源，是一种不可替代的资源，是生态环境的控制性因素之一，同时又是战略性经济资源，也是国民经济和社会可持续发展的基础。水资源短缺是21世纪可持续发展中诸多矛盾的焦点，如何加强水资源高效持续利用，实现社会经济可持续发展，成为全世界广泛关注的话题。 淮北市是皖北地区重要的能源工业城市，同时也是我国北方地区严重缺水的城市之一，属于资源型、水质型及工程型缺水。随着城市水平的提高和社会经济的快速发展，水资源开发利用程度较高，水资源短缺问题已经成为淮北市实施可持续发展战略的制约因素。 本研究在翔实的基本资料的基础上，遵循可持续发展、水资源生命周期、水资源价值等理论，贯彻水资源开发利用新战略，以水资源可持续利用支撑经济社会可持续发展为核心，坚持全面规划，统筹兼顾，标本兼治，综合治理，按照兴利除害相结合、开源节流治污并重等原则，紧密结合淮北市水资源时空分布不均匀、水量水质不匹配、地下水超采等特点，通过对淮北市水资源开发利用及管理现状调查与评价，采用灰色预测法、BP神经网络法、组合预测等方法对淮北市未来需水量进行预测并进行供需平衡分析，科学地评价淮北市水资源的承...
