【中文摘要】 铁道部于2002年将基建系统剥离后，基建市场全面放开。在市场竞争的压力下，项目的成本对企业的利润空间大小起着至关重要的作用。本文从温福铁路建设成本着手，来研究成本管理是项目管理的基础。 本文的研究目的和意义：运用现代的管理理论与方法分析了基建项目的成本构成，同时指出了目前存在的各类成本问题，以及如何利用成本管理知识分析并解决这些问题。揭示了多种管理方法，多方位、多角度对成本的影响，以及如何运用各类管理工具解决各类问题。通过管理体系的生产组织协调能力，发挥各生产单元的积极作用，合理的配置各类生产要素；通过对项目实施各阶段的过程控制，有效防止不必要的生产资源浪费，利用现代管理技术对生产要素进行优化配置。研究的方法和结论对是目前施工成本管理的总结，可以为建筑施工企业的项目管理者提供参考，也可为同行业生产管理人员提供借鉴。 研究思路与方法符合建设工程的特点，研究的主要内容如...
