珠三角信息产业发展战略研究

摘  要
信息产业是目前最有生命力的新兴高科技产业，它的技术含量的附加值高，产业关联度强，市场前景广阔，国民经济中的任何一个领域，采用了电子信息技术，都将带来革命性的变化。因此，信息产业的发展对促进产业结构优化和升级，提高产业国际竞争力和国民经济素质至关重要。广东要顺利完成“率先基本实现现代化”的历史重任，必须大力发展信息产业，充分发挥信息技术在产业优化、升级和实现工业化、现代化的关键作用。
珠三角是广东经济社会发展的龙头和主体，也是中国区域经济中最具生机活力的重要增长极之一。广东省经过产业结构调整、优化和升级，已出现较为明显的向珠三角区域集中的信息产业群。珠三角是全国最大信息产业基地，信息产业总产值占全国的40%，占广东省的80%。大力发展珠三角地区信息产业，对促进广东省产业结构升级和社会、经济可持续发展，对加快该地区率先基本实现现代化步伐有着举足轻重的影响。
本文以珠三角为立足点，分析了珠三角信息产业的区域发展竞争态势，并借鉴国内外信息产业发展成功的经验，提出发展珠三角信息产业的合理对策。
文章首先科学表述了信息产业的定义，对珠三角信息产业发展进行了概述，然后采用定量分析的方法对珠三角与其他区域的信息产业发展水平进行横向比较，通过信息环境和经济环境两个角度上揭示了珠三角信息产业的发展水平，得出珠三角地区在国际对比中所处的地位，以及珠三角在国内面临的威胁。在此基础上，系统分析了珠三角信息产业的外部环境和内部环境，借鉴美国、印度和台湾信息产业发展的成功经验，提出指导珠三角信息产业发展的有益启示。再综合运用了发展经济学、区域创新理论，提出以珠三角为突破口，着眼于珠三角经济区信息产业的综合优势，打破地区界限，进行产业结构调整，总的思路是：首先在继续做大做强珠三角地区，把珠三角建成国际主要的电子信息产品制造业基地、国内重要的软件产业基地和国内先进的信息技术推广应用基地的基础上，外延港澳地区，增大珠三角，弥补珠三角的劣势：资金和信息方面，内延欠发达地区，制定各地区的个性化产业链，把部分丧失优势的产业链转移到欠发达地区。本文提出的发展战略能有利于带动广东省信息产业再创新优势, 使广东省在新的经济增长点上，继续走在我国的前列，对我国各省、市在信息产业建设方面起到典范作用。

ABSTRACT
Information industry is the rising high-tech industry that having great vitality. It has high additional value in its technology content, high industrial related degree and has broad prospects. Any area in national economic will take great change if it adopts electronical information technology. So the development of information industry is very important to improve to optimize and update industrial structure and improve industrial competitive and national economic quality. To accomplish the historical tusk to developing information industry, it must do justice to the key function of information technology on optimizing and updating industry and realizing industrialization and modernization.
   The Pearl River Delta is the top and main part of the development of GuangDong economic and social. It is one of the most important increasing point in China regional economic. After industrial structure adjusting、optimizing and upgrading, GuangDong Province has brought out information industry cluster centered  the Pearl River Delta. The Pearl River Delta is the biggest industrial center of our country, the total value of information industry occupies 40% of our country and 80% of Guangdong Province. Devoting major efforts to developing industry of. The Pearl River Delta has important influence to improving the optimization and updating of GuangDong industrial structure, the continue developing of social and economic and speeding up the steps of being the first to realize modernization.
  The article is based on the Pearl River Delta, analyzes the regional developing competitive situation of the Pearl River Delta. It also puts forward the countermeasures to develop information industry of the Pearl River Delta referenced on the succeed experiences of information industry.
  The article identifies the definition of information industry, gives a brief account of the developing of the Pearl River Delta information industry. Then it makes compare the developing of information industry of the Pearl River Delta to other regions by quantitative analysis. It makes a conclusion of the developing situation of the Pearl River Delta information industry from the aspects of information and economic environment. It also makes a conclusion that the status of the Pearl River Delta and the threat that the Pearl River Delta is facing with. Based on these study, the article analyzes the external and internal environment of the Pearl River Delta information industry, puts forward the enlightenment to developing the Pearl River Delta information industry from studying the experience of American, India and Taiwan information industry. At last, it uses regional developing economics and regional innovation theory to puts forward the strategic of adjusting industrial structure. The total train of thought is as follow. First, strengthening the Pearl River Delta, building the Pearl River Delta into the main electronic information product manufacturing center, national software industry center and information technology application center. Then extending to Hong Kong and Macro to make up the weakness of the Pearl River Delta. To the aspect of fund and information, it must extend to under-developing regions, draw up individual chain, transfer some industrial chain that losing strength to under-developing regions. The strategic that the article puts forward can benefit to drive information industry of GuangDong province to blaze new trails, keeps GuangDong Province to be first of country and makes example for the developing of information industry of other provinces.
