【中文摘要】 社区信息化建设是城市信息化建设的基础，是信息化成果惠及广大居民群众的主要依托，也是整个城市跨越数字鸿沟、提高国民信息化素质的重要途径。上海在推进信息化城市建设的过程中，对社区信息化的建设提出了初步的规划，并把信息技术在社区的运用作为政府提升社区管理服务效能，改善社区治理格局，变革政府管理模式的一项重要举措。 但社区信息化在历经几年的推进过程中，政府条和块、条和条之间由于信息系统不能互联互通，信息共享，使得政府推进社区信息化的成本过大、效率过低，存在“翻烧饼”、重复劳动等现象，工作人员不堪重负。其根源在于政府对社区信息化的思想认识不统一、工作机制不科学、工作利益不协调，这就导致几年的社区信息化建设对于广大群众而言受益不广，认同不高，信息化建设的困境凸现，其集中表现为社区信息化建设的内涵单薄、推进机制残缺、信息技术运用落后、社区居民参与不广，以及干部队伍素质不够等问题。因此社区信息化的建设急需从全局发展的角度，以追求实效的原则，加强条块协同，扩大社会参与，使社区信息化建设符合社区发展的要求，走出一条先进的信息科学技术和先进的人力资源相结合、服务于广大居民群众的社区信息化建设新路。 ...
