【中文摘要】 环境保护是人类生存和发展的客观需要，环境保护的成效在很大程度上取决于环境立法的健全程度，而这其中，公众的作用无疑是非常关键的。公众对环境立法的关心，是与环境污染事件分不开的。因为环境污染事件发生后，公众往往成为环境污染事件的直接受害者，其通常会寻求法律手段来保护自身的权益，进而去影响环境立法来维护自身的权益。 鉴于环境污染事件在推动公众影响立法的重要作用。本文首先着重阐述公众对环境立法的影响，介绍环境污染事件及公众的含义，强调了公众对环境立法影响的重要性。本文的第二部分则主要比较分析中美两国公众对环境立法影响的差异，并从中得出我国可以借鉴的经验；文章的第三部分，就造成我国环境法领域公众对环境立法影响不足的原因，提出了针对性的解决办法。具体体现在，确定公众环境权、促进环境保护非政府组织的成长、建立公众参与机制和环境公益诉讼制度等四个方...
