【中文摘要】 环境规划是国民经济与社会发展规划的重要组成部分，是实现区域可持续发展的重要手段。本文利用环境规划的理论和方法，对长春高新区集中新建区的环境保护规划进行了研究。 根据对长春高新区集中新建区现状环境质量和污染源的调查评价，结合该区总体规划的产业结构、发展目标等，对高新区集中新建区规划各时段的水环境、环境空气、声环境、生态环境的变化趋势进行了预测分析。根据区域环境特征和规划目标及环境容量计算结果，规划了各时段的环境保护规划目标和环境功能区划，提出了区域污染防治与综合整治规划，包括大气、地表水、地下水、噪声、固体废物、生态及环境管理等七个方面。为保证规划的顺利实施，制定了规划实施的政策支持保障措施、资金保障措施、技术保障措施、管理保障措施，从而确保规划环境目标的实现和区域的可持续发展。 长春高新区集中新建区具有优越的区位优势和资源优势，随着振兴东北老工业基地战略的实施，将成为吉林省经济发展的热点。因此在开发区发展之...
