    农民工(外来务工人员)的医疗保障问题，已引起社会各界越来越的重视。探索适合于农民工的医疗保障制度，使农民工“病有所医”，健康得到应有的保障，不但有利于解决“三农”问题，而且也是构建和谐社会的要求之一。本论文试从实证的角度出发，通过对在苏州地区打工的1200个农民工进行问卷调查及对相关人员进行访谈，全面了解了他们的医疗保障现状与要求，同时结合其他人的研究成果，分析我国农民工的医疗保障现状与存在的问题。借助公共产品理论、社会保障理论、社会公平理论、阶层分析学说等理论工具，着眼于制度创新，从政府责任角度探索适合于我国农民工的医疗保障机制和路径，对农民工(外来务工人员)医疗保障政策提出了建立全民基本医疗帐户，医疗保障分层分级运营，征收企业医疗保障税，改变监管方式，实行政府和企业共同监管等观点。

Abstract
    The whole society is attaching great importance to the issue of the health guarantee
of off-farm workers (or migrant workers). It is good for solving the problem of "three
dimensional rural issues" to studying the medical care system which is fit for off-farm
workers and making them treated while they falling ill. It is also one of the points of
constructing the harmonious society. This study takes the actual examples to analyze the
status of the health guarantee and their requirements by getting questionnaires from
1200 off-farm workers in Suzhou and interviewing with the relative peoples. Compare
with other results of relative investigation, we can study the current status of health
guarantee and problems existent. The paper explores the health guarantee mechanism
and route suitable for the off-farm workers in terms of government's responsibility by
such theory as public products, social security, social fair and stratum. We also propose
setting up basic medical accounts for off-farm workers, running medical treatment
security separately and classifiable, imposing the medical guarantee tax and altering the
mode of wardship.
