【中文摘要】 随着文化被越来越多地引入国家的对外政策中,文化外交成为国际关系研究领域的新宠,与传统的军事外交、经济外交等完全不同,但又相辅相成,共同担负着实现国家利益的重任。文化交流作为国家外交工作的有机组成部分早在1961年《维也纳外交关系公约》中特别提到各国使领馆的职责之一就是“促进派遣国与接受国间之友好关系,及发展两国间之经济、文化与科技关系”时就得到了国际法的确认。冷战后,国际关系领域更是出现了文化外交研究热。随着我国对外开放政策的不断深入,中国与世界各国的交往日益频繁,文化外交政策的研究制定越来越成为我国对外政策的重点。中华民族拥有着灿烂的古代文明和悠久的历史文化,依托于厚重的文化积淀,深入研究我国具有中国特色的文化外交方式和特点,将使我国的外交政策更加丰富多样,也更加卓有成效。本文就文化外交的概念、基本特点、传播途径、实现手段等方面进行了详细阐述,同时介绍了开展文化外交的重大历史意义,并据此介绍了中国以“和”为主基调的传统文化。中国文化外交是以中华传统文化为载体,通过政府组织或民间文化交往而展开的、为达到在世界范围内促进和平,发展经济为目的的一种外交活动,有着自身的发展历程及特点,其展开也有着独特的历...
