【中文摘要】 民营高科技企业的发展既是世界发展的趋势，也是我国科技发展、经济发展和经济结构调整的必由之路。如何构筑符合民营高科技企业发展需要和适合我国实际情况的政策体系相当重要。本文首先在对不同定义形式进行比较的基础上，对民营企业和高科技的概念进行了探析，进而提出了民营高科技企业的概念。在此基础上根据我国民营高科技企业的发展历程，将其发展过程分为五个阶段，并对世界民营高科技企业的发展态势、我国民营高科技企业的发展现状进行了简要描述。使读者对民营高科技企业有一个初步的了解。 在此基础上，本文从科技发展、优化经济结构、发挥社会主义制度优越性、构建社会主义和谐社会、建设创新型国家等方面阐述了发展民营高科技企业的政策对于我国经济社会发展的重大价值。 主要从政治政策、组织机构、法律体系、科技投入政策、税收金融政策、政府采购政策、知识产权战略等十一个方面、多角度对我国和国外一些国家民营高科技企业发展政策进行比较，并分别得出了比较结论。进而从政策制定主体、政策制定动机、政策执行、政策内容、政策作用对象等方面总结了我国民营高科技企业发展政策的主要缺陷。 最后提出了我国民营高科技企业发展政策的几大原则：政治...
